The county runs a regional wastewater treatment plant for the benefit of eleven municipalities with which it has contracted to operate the plant and supply wastewater collection, treatment, and disposal services to their customers. The county contracted with Shenandoah Construction Company to maintain pipes, tanks, and sewers at the facility.
