Michael Andrews was an emergency medical technician (EMT) employed by the ambulance service of the Town of Skiatook, Oklahoma. Andrews worked four twelve-hour shifts per week, for which he was compensated. He was on call during four twelve-hour shifts per week, for which he was not compensated.
