This case presents for review the decision of the Chancery Court of Campbell County finding the plaintiff, Ronald Wayne Hill, to be permanently and totally disabled. The Special Workers' Compensation Appeals Panel, upon reference for findings of fact and conclusions of law pursuant to Tenn.
