The appellee, Larry Emmanuel Dorsey, was indicted by a Prince George's County grand jury on charges of child abuse and battery on October 2, 1995. On June 22, 1996, a Prince George's County circuit judge dismissed all charges against the appellee because of the State's failure to bring him to trial within the 180-day period mandated by Md. Ann.Code, art. 27, § 591 (1996) and Maryland Rule 4-271. From that decision, the State has taken the present...
