Plaintiffs are 13 long-term employees of the Panama Canal Commission. They have brought this action pursuant to Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e-2, as amended, and the due process clause of the Fifth Amendment to the Constitution.
