This is an appeal and cross-appeal from a decision of the Indiana Utility Regulatory Commission (Commission). Indiana Gas Company (Indiana Gas) appeals the Commission's denial of Indiana Gas's request to be permitted to recover the costs associated with the environmental cleanup of numerous manufactured gas plants.
