Peter Larsen was a police officer employed by the City of Beloit, Wisconsin. On January 4, 1985, he was shot twice in the head while attempting to apprehend a kidnapper. The wounds left Officer Larsen semi-comatose and quadriplegic. His wife, Pamela Larsen, is also his legal guardian.
