MEMORANDUM OPINION AND ORDER

ASPEN, Chief Judge:

In April 1992, petitioner Chong Won Tai was convicted of three counts of extortionate extension of credit in violation of 18 U.S.C. § 894. On direct appeal, the Seventh Circuit affirmed Tai's conviction, see United States v. Tai, 994 F.2d 1204, 1214 (7th Cir.1993), but twice partially vacated Tai's sentence and remanded the case to us for further proceedings...
