John Schaefer and his brother Charles Schaefer were engaged in a conspiracy to distribute narcotics in southern Illinois. Both were arrested and charged with one count of conspiracy to distribute and possess with intent to distribute cocaine, and one count of conspiracy to distribute and possess with intent to distribute marijuana. See 21 U.S.C.A. §§ 841(a)(1), 846 (West 1981 & Supp.1996). John pled guilty to both counts...
