This is an employment discrimination action brought by appellant, Dolores Tarin, an employee of the County of Los Angeles ("County") against the County, the Director of Health Services Robert Gates, and Tarin's supervisor Dr. Irwin Silberman (collectively "Defendants").1 Tarin alleges that Defendants unlawfully denied her a promotion in violation of state and federal law.
