A trial court placed petitioner under the jurisdiction of the Psychiatric Security Review Board (PSRB) after finding him guilty except for insanity of multiple criminal charges. Following a hearing in 1993, the PSRB found that petitioner was affected by a mental disease or defect, because he suffered from polysubstance abuse, and that he presented a substantial danger to others.
