Vernon L. Ramey served in the United States Army during the Second World War and was exposed to ionizing radiation at Nagasaki, Japan, following the detonation of an atomic bomb there. In January 1980, Mr. Ramey died of cancer. His widow, appellant Alma L. Ramey, subsequently filed an application for dependency and indemnity compensation with the Department...
