On October 31, 1996, the St. Clair County Board (the Board) filed a petition for dissolution in the circuit court of St. Clair County, seeking an order to dissolve the Village of National City (National City) pursuant to section 7-6-7 of the Illinois Municipal Code (65 ILCS 5/7-6-7 (West 1994)).
