FLAUM, Circuit Judge.

Robert Martin pled guilty to one count of conspiracy to defraud the United States in exchange for the Government's promise to drop eight similar counts pending against him. The district court sentenced Martin to twenty-one months in prison followed by three years of supervised release. In addition, the district court ordered Martin to pay $9,500 in restitution to the Illinois Department of Public Aid — the victim of his fraudulent scheme...
