At issue in this appeal are arrearage payments made by Robert Wetherelt to the State of Alaska, Department of Revenue, Child Support Enforcement Division (CSED) for the support of a child who was ultimately proven not to be his. Wetherelt was named as father on Roberta Wetherelt's birth certificate, thus establishing a legal presumption of paternity. CSED proceeded to collect reimbursement for child support based...
