Gary M. Hoover suffered injuries as the result of a fall suffered in the course of his work for Burlington Northern Railroad Company. Hoover claimed damages under the Federal Employers' Liability Act (FELA), 45 U.S.C. § 51 et seq. (1994), alleging that Burlington was negligent in not providing proper training and in not providing a reasonably safe workplace.
