This appeal emanates from a trial court finding of an abuse of discretion by the Recreation and Park Commission for the Parish of East Baton Rouge in its site selection for a community/neighborhood park in an expropriation proceeding. The Recreation and Park Commission for the Parish of East Baton Rouge (hereinafter referred to as BREC) appealed the trial court decision. We affirm the lower court determination for the reasons delineated below....
