Barbara Stevenson filed a claim for disability benefits under Title II of the Social Security Act, 42 U.S.C. §§ 416(i), 423(d). After an evidentiary hearing, an administrative law judge concluded that Stevenson did not qualify as disabled as of 1975, when her status as an insured individual expired. The Appeals Council declined review, rendering the ALJ's decision the final decision of the Commissioner of Social Security...
