This action arises out of a motor vehicle accident occurring on January 8, 1993, during which plaintiff allegedly sustained injuries to his back and neck when his vehicle collided with a vehicle operated by defendant. According to plaintiff, he was traveling approximately 30 miles per hour at the time of the accident and was wearing a seatbelt.
