Until December of 1996, Andrew Zukowski worked as an electrical engineer at the Defense Supply Center in Columbus, Ohio (the DSCC). On December 4, 1996, he was issued a notice of proposed removal, and was removed from federal service effective January 9, 1997. On both December 4, 1996 and January 10, 1997, Rear Admiral Elliott, the Commander of DSCC, sent Zukowski a letter barring him from returning...
