James Reed Harris appeals the denial of his 28 U.S.C. § 2255 motion to vacate his conviction and sentence. He pleaded guilty and was convicted and sentenced for armed bank robbery in violation of 18 U.S.C. § 2113(a) and (d), and using and carrying a firearm during and in relation to a crime of violence in violation of 18 U.S.C. § 924(c)(1). He contends that the State of Washington, not the federal government, had jurisdiction...
