FACTS

On December 8, 1995, real party in interest Kurt Hermann Wolf filed a petition for judicial review of the revocation of his driver's license by the Department of Motor Vehicles ("DMV"). Mr. Wolf and the DMV agreed to stay the revocation pending a decision on the petition; consequently, on December 14, 1995, they submitted to the district court a joint stipulation and order for stay.
