The instant appeal arises from allegations of sexual assaults of a minor involuntarily placed in a State agency for adolescent sex offenders. After the program's supervisor, Mike Peters, had been relieved of his duties for reasons unrelated to the allegations in this lawsuit, the minor revealed that he had been repeatedly sexually assaulted by Peters.
