MANSFIELD, Judge.

Appellee was arrested and charged with the offenses of driving while intoxicated and resisting arrest, alleged to have occurred on May 15, 1994. The trial court determined that the State lacked probable cause to stop appellee's automobile, basing its conclusion upon the doctrine of collateral estoppel. The trial court, therefore, granted appellee's motion to suppress all evidence...
