New York's Kenmore Hotel was seized by the federal government in civil forfeiture proceedings, and its running was placed in the hands of the United States Marshals Service. The Marshals Service contracted out the maintenance of the premises to P & L Management and Consulting ("P & L"), a private firm. Thereafter defendant Lewis Matthews, a tenant in the hotel, assaulted Pjeter Boga, a handyman employed by P & L, while Boga was installing...
