PER CURIAM:

In August 1988, Donald Ruffner slipped and fell from a piece of heavy equipment, injuring his back. The accident took place while Ruffner was working for Granite Construction Company ("Granite"). The State Industrial Insurance System ("SIIS") accepted Ruffner's claim based on a back injury and provided medical benefits and vocational rehabilitation training.
