On June 8, 1995, a complaint was filed against Defendant-Appellant Jack Ciocca ("Ciocca") and Harold Nelson ("Nelson"), who is not a party to this appeal, charging both with conspiracy to distribute, and to possess with intent to distribute, cocaine in violation of 21 U.S.C. § 846, and distribution and possession with intent to distribute in violation of 21 U.S.C. § 841(a)(1) and (b)(1)...
