This cause is before the Court on the Petition Under Title 28 U.S.C. Section 2254 for Writs of Habeas Corpus by a Petitioner in State Court Custody Under Sentences of Death filed on behalf of the Petitioner, Carl Daniel Lockett ("Lockett").
