JOHNSON, District Judge:

Before the Court is defendants' motion to dismiss the complaint for lack of subject matter jurisdiction and for failure to state a claim upon which relief can be granted pursuant to Fed.R.Civ.P. 12(b)(1) and 12(b)(6). Defendants also request the imposition of sanctions pursuant to Fed.R.Civ.P. 11. For the reasons stated below, defendants' motion to dismiss is granted, but their request for sanctions...
