The issue for consideration in this appeal is whether the Palm Beach County Sheriff's Office may entertain bids from towing companies to provide towing and related services associated with removal of private vehicles left stranded on public property due to traffic collisions, mechanical failure, or abandonment. We hold that the sheriff's office may solicit these types of competitive bids and award contracts to successful bidders in its bidding process...
