[¶ 1] Commercial Union Insurance Company appeals from a decision of the Superior Court (Penobscot County, Kravchuk, J.) affirming a decision of the Workers' Compensation Board penalizing the insurer $2,500 for violations of the Worker's Compensation Act in obtaining an employee's medical records. 39-A M.R.S.A. § 360(2) (Supp.1997).
