After sustaining personal injury on a state highway right of way, plaintiff sued the State of Louisiana through the Department of Transportation and Development ("DOTD"), the DeSoto Parish Police Jury, and the City of Mansfield ("City"). The DOTD filed a cross-claim against the City seeking indemnification. The City filed a general denial to the cross-claim and subsequently filed a motion for summary judgment.
