Dakota County petitioned for involuntary termination of the parental rights of respondent Avery Hobbs, D.D.G.'s biological father, and Tamara Growette, D.D.G.'s biological mother. The mother's rights were terminated by default, and Hobbs voluntarily consented to termination. After Hobbs' first appeal to the court of appeals was dismissed, he filed a motion to vacate in the trial court...
