On May 21, 1996, defendants Jesus Alberto Tobon-Sierra ("Tobon-Sierra"), William Jesus Balvin, Juan Antonio Velez-Montoya, and Raymond Garcia ("Garcia") were indicted for conspiracy to distribute and possess with intent to distribute cocaine, in violation of 21 U.S.C. §§ 812, 841(a)(1), 841(b)(1)(A) and 846. On July 25, 1996, in a superseding indictment, Francisco Siso ("Siso") was also indicted for participating...
