Plaintiff seeks to recover damages for defendant's alleged breach of an agreement that settled a previous unfair labor practices complaint against defendant. The Employment Relations Board (ERB) considered some of the issues, found that defendant had violated the agreement in one respect, and ordered it to remedy that violation.
