Ronald E. Jenkins was appointed as a special prosecutor by the St. Louis City Circuit Court pursuant to § 105.961.2 RSMo 1994 to investigate a complaint of campaign finance violations by St. Louis Comptroller Virvus Jones. Jenkins investigated the complaint, determined that criminal charges were not warranted, filed a civil action against two of Jones' campaign committees, and recovered civil fines in the amount of $10,000.00 by a consent judgment...
