Plaintiff brings this action under the Federal Tort Claims Act (hereinafter "FTCA"), 28 U.S.C. §§ 1346(b), 2671-2680 (1994), alleging that, due to the Government's negligence, several youths associated with the Job Corps of Bangor, Maine assaulted a person at Plaintiff's place of business.
