In June 1996, Felipe Manuel Torres Garcia filed a habeas corpus petition pursuant to 28 U.S.C. § 2241. Because an error by the Clerk's Office of this court had delayed Mr. Torres Garcia's filing,1 I requested that the government respond to Mr. Torres Garcia's petition in twenty days rather than the customary sixty.
