In order to put itself in a position to compete for a V.A. hospital to be located in East Central Florida, Orange County entered into a contract with Howard R. Scharlin, Ralph Fisch, and Robert Yeager in which Scharlin, Fisch and Yeager agreed to donate certain property and perform certain services in exchange for the County's obligation to provide certain improvements.
