This matter comes before the Court on a motion for stay of proceedings by the Federal Bureau of Investigation. Plaintiff, who is proceeding pro se in this matter, seeks all records pertaining to himself from the Federal Bureau of Investigation (FBI) under the Freedom of Information Act, 5 U.S.C. § 552 [hereinafter FOIA].
