On July 27, 1993, defendant Orlando Beals pleaded guilty to submitting false claims for federal income tax refunds in violation of 18 U.S.C. § 286. He was sentenced to 30 months' imprisonment followed by three years of supervised release. He finished his prison term on January 20, 1995 and began his supervised release. By September 1995, however, Beals had skipped many of his required drug testing sessions, and two of the times he did...
