LEDERBERG, Justice.

Following the condemnation of its land by the State of Rhode Island (state), Ocean Road Partners, a business partnership, petitioned the Superior Court for an assessment of damages. Ocean Road Partners has appealed to the Supreme Court the resulting assessment of damages made by the Superior Court. In addition, the state has cross-appealed the denial of its motion for reimbursement to the state of the amount of its past payment...
