BRYNER, Chief Judge.

E.E., a minor, was adjudicated a delinquent after admitting to a petition alleging that he had engaged in conduct that would have amounted to manslaughter if committed by an adult. Following a disposition hearing, Superior Court Judge Richard D. Savell ordered E.E. committed to the custody of the Alaska Department of Health and Social Services (the department) and placed on probation under the department's supervision...
