Madison Electric Works, (MEW), a department of the Town of Madison, appeals from an order of the Public Utilities Commission (the Commission) requiring it to obtain Commission consent before extending its service to certain specified areas already serviced by Central Maine Power Company (CMP). MEW argues that the Commission's interpretation of 35-A M.R.S.A. § 2102(1), (2) (1988 & Supp.1995) is erroneous as a matter of law. We disagree...
