In 1993, James Higgason filed a 42 U.S.C. § 1983 complaint against Indiana prison officials, alleging that he was denied due process when he was transferred to the D-Cellhouse (DCH) at Indiana State Prison. The district court dismissed Higgason's claims for injunctive relief as moot because he had been transferred to a different prison, and granted the defendants' motion for summary judgment, finding no liberty interest in remaining in the general...
