On December 9, 1994, Kathy J. Hidey filed a complaint in the Court of Claims of Ohio against the Ohio State Highway Patrol ("OSHP") and Ronald S. Zambori. Hidey averred that on December 30, 1992, she was a passenger in a car driven by her boyfriend. Zambori, a state highway patrol trooper, stopped the driver for speeding.
