Vincent Townsend was charged with conspiracy to distribute cocaine base and possession of cocaine base with intent to distribute. See 21 U.S.C. §§ 841(a)(1) and 846. Mr. Townsend pleaded guilty to the second count, possession. On April 10, 1995, he was sentenced to 108 months in prison and five years of supervised release.
