Appellant, Kevin Abt, competed in the 1994 Ohio State Fair in the Junior Livestock Division competition, and his entry, a crossbred steer, was sold in the Divisional Champion Sale. The steer was slaughtered and inspected by the Ohio Department of Agricultural, Division of Meat Inspection. At that time, it was determined that vegetable oil was present in the iliac nodes.
