HUITINK, Judge.

Silva appeals the district court's decision on judicial review affirming the Employment Appeal Board's denial of his claim for unemployment benefits. We vacate and remand.

Benjamin Silva worked at Iowa Beef Processors (IBP) from September 1992 through December 27, 1993. Silva filed a claim for unemployment benefits on December 27, 1993, indicating he had been fired by IBP. IBP protested Silva's claim for benefits and a telephone fact finding...
