SCHALLER, J.

The employer and its workers' compensation insurer (defendants) appeal from the decision of the compensation review board affirming the commissioner's denial of their request to transfer a workers' compensation claim to the second injury fund. The defendants claim that the board improperly affirmed the commissioner's order. We affirm the decision of the board.
